Advocate Willie Blundin
Advocate Blundin was born in Graaff-Reinet, a small Karoo town, in 1962. He began his schooling in 1969 at Kroonvale Primary School and attended Sandau High School in 1977 — a school active in the 1976 rights movement against the injustices of the then-government. He is the son of a builder and a homemaker.
After completing high school in 1981, he enrolled at Peninsula Technikon in 1983 and graduated in 1985. His career began that same year as a Health Inspector at Vryburg Municipality in the North West Province. Over the years, he worked across the country in places like Port Elizabeth and Humansdorp, holding senior positions such as Director, Senior Director, and Assistant Director in various municipalities from 1985 to 2022.
In 2002, Advocate Blundin completed his LLB through Vista University. By 2006, he was appointed part-time commissioner at the CCMA and later at the GPSSBC. Beyond law, he has actively contributed to sports, serving on the Eastern Cape Rugby Board and as president of Harlequins. His dissertation focused on employment equity challenges in South Africa. A committed SAMWU office bearer, he consistently fought for workers' rights and was elected Chairperson of the ECSALGBC in 2001.
Municipal Leadership
In 2022, Advocate Blundin was appointed as the Municipal Manager of Kgatelopele Local Municipality. At the time, the municipality had received disclaimer audit opinions since 2021. Upon taking office, he set the following goals:
- Change the audit opinion from disclaimer to improved status
- Ensure fairness in the appointment of staff
- Treat the community with dignity and respect
- Enhance community services
- And many more
He has remained committed to his mission. Under his leadership, the audit opinion improved from **disclaimer** to **qualified opinion with findings** in 2022/2023, and in 2023/2024, the municipality retained the qualified opinion with fewer findings.
With his guidance, numerous service delivery projects have been launched in Danielskuil, including:
- Eradication of septic tanks
- Refurbishment of the water reservoir
- Construction of roads
- Removal of asbestos water pipes
These efforts reflect his commitment to improving service delivery and restoring dignity to the community.
